The Chief Data and Analytics Officer (CDAO) is the agency data executive responsible for creating a culture of data equity and advancing public health equity across the agency. The CDAO provides leadership for the development and implementation of a unified agency-wide data strategy that supports and improves public health programs, community health services, and health equity outcomes across Minnesota. This position oversees and aligns agency data strategy, governance, policy, and standards in close collaboration with the MNIT Chief Business Technology Officer/Chief Information Officer (CBTO/CIO) for MDH. Together, the CDAO and CBTO/CIO coordinate and implement the overall strategy for MNIT Partnering with MDH, the Office of Data Strategy and Interoperability, the Center for Health Information Policy and Transformation, Bureau leadership, Operations leadership, and the Commissioner.

The CDAO champions the agency's data and public health work with State leadership and on the national stage by seeking and implementing sustainable funding models, promoting modern data science methodologies, and ensuring that data-driven strategies translate into effective public health services and outcomes. The position provides strong governance and systems leadership by creating decision-making pathways informed by close consultation with internal and external partners. In partnership with the CBTO/CIO, the CDAO coordinates the Data Vision and Roadmap, the Data Modernization Plan, the data objectives and goals of the agency Strategic Plan, and the Commissioner's vision and strategic goals related to both data and community health.

Primary responsibilities include:
  • Lead and champion the strategic, transformative, and aligned use of data, analytics, and technology across the agency and with partners to protect, maintain, and improve the health of all Minnesotans.
  • Advance data modernization, including (a) data strategy, planning, prioritization, and project management; (b) data governance including defining processes for decision-making, input, and data cataloging; (c) data standards and exchange (e.g., TEFCA, USCDI); and emerging data technologies (e.g., AI, machine learning).
  • Create and maintain highly collaborative working relationships with the CBTO/CIO and leaders across public health programs and services to support MDH's strategic objectives for modern data use, data sharing, and implementation of technology.
  • Create and sustain strategic business partnerships that position MDH as trusted leaders and convener, cultivating influence with Tribal Nations, local public health departments, academic and health care partners, community groups, regulators, ehealth Advisory Committee and all other state, local, tribal, and federal agencies/entities.

This position is eligible for hybrid telework. Employees living within 50 miles of the office must work in-office at least 50% of the time each month. Employees outside of that radius may telework more if approved.

Qualifications

Minimum Qualifications

Four (4) years of both management and research and evaluation experience which must include the following:
  • Experience leading cross-functional initiatives and managing change efforts through clear communication and strong stakeholder coordination.
  • Project management experience with full responsibility to design, plan, and manage complex large-scale projects; develop budgets and timelines; monitor progress and address performance; and meet interim milestones and long-term objectives.
  • Experience developing, implementing, and overseeing policies, practices, and procedures with multiple stakeholders, including community members.
  • Working knowledge of a diverse set of methodological approaches.
  • Experience developing, maintaining, and using datasets, information systems, data standards, and/or data infrastructure.
  • Comprehensive knowledge of the limitations of the current public health data ecosystem and firm grasp on the opportunities for public health data modernization.

AND

Demonstrated leadership experience that includes:
  • Experience as a supervisor, team lead, lead worker, OR project lead*.
*A project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment. Projects are efforts with defined phases and a specified objective, often including a pre-determined budget or timeline.
  • Experience with personnel management and performance improvement.

Additional qualification to be assessed during the interview process:
  • Ability to clearly articulate long-range goals and needs and collaborate with teams to balance competing priorities and interests to develop and execute data strategy.
  • Skills in clear communication, negotiation, and conflict resolution, with an ability to synthesize, clearly articulate, and balance multiple perspectives, competing priorities, and interests.
  • Ability to translate technical terms and concepts into terms easily understood by agency leaders, staff, and public.
  • Demonstrated experience advancing equity in data collection, analysis, interpretation, and dissemination.
  • Ability to develop and maintain effective partnerships with internal and external stakeholders.
A degree in epidemiology, data science, health informatics, public health, data modernization or related field will substitute for experience as follows:
  • Doctorate = Two (2) years
  • Master's = 18 months
  • Bachelor's degree = One (1) year
  • A ssociate degree = 6 months
Preferred Qualifications
  • Advanced degree (e.g., master's, doctorate) in research or data science, that includes experience with quantitative and qualitative research methods.
  • Understanding of health information technology and exchange.
  • Experience with community engaged research methods.
  • Transformational leadership and change management experience in complex environments.
  • Experience using data and evidence to inform decision-making and public health programming.
